low clutch pedal (intermittent)

Once and a while, my clutch pedal seems to get stuck in a low position (like halfway), and won't fully disengage the clutch. When its stuck like that it won't fix itself, but an easy lift with a hand or foot will return it to the normal resting height.

Anybody know what might be the issue here? Its only once and a while, but its bewildering.

Car has a Steeda clutch pedal spring (which is lighter than factory), and gets a brake fluid flush once or twice a year.
