I'm always perplexed by European ideas about road worthiness of vehicles. I mean I get the lighting requirements, but USA-spec vehicles have had more stringent emissions requirements pretty much for the past 25 years than European ones. Europe gets their panties in a wad over loud exhausts and large displacement as well.
