Registering Car in another state (GA)

I live in VA but am curious if I can register my car in GA since I own a house there. They do not have inspections there and I would be able to run without cats. Does anyone know if this is possible? How are you all running offroad pipes?

I am ok with paying taxes if I can get by without having to get emissions testing.

If you bring a car into ga you pay a 7% tax on cars. Unless they are older classics then it's 1% .
If you trade a car from out of state you pay tax on the different. $37k less $10k trade you pay tax on $27k .
They have inspections in major metro areas after the car is 3 years old .
