Purchased an out of state 22 Mustang. It has the state inspection sticker in the lower left hand corner of windshield. The problem is it's over the inside window tint. Any chance I can remove this without damaging the tint?

I don't know of any state that allows tint that far down. AS1 line at top, yes.
Where was it purchased from?

I'd just use a razor blade and scrape it off.

Car came from Palm Beach Florida. Your probably right on the no tint, it's just when I run my finger along the inside of the A pillar there is a distinct edge between the black surround and clear glass. This is my first tinted car, so I thought I'd ask.

A fresh razor blade will make quick work of an inspection sticker. If you really have full windshield tint, you're gonna have to peel off the sticker by hand (in 1 million pieces) and use Goo-Gone or some other liquid adhesive remover to get rid of the residue.

Any tint on the windshield is aftermarket. Since it's a Florida car I wouldn't be surprised if a PO had it done. It's less for visible light blocking than it is for UV light. Living in Georgia we had my wife's windshield done. It has virtually no color but does help protect the interior from damage and reduces heat a little bit.

Try soaking the sticker itself with some warm water or soapy warm water then use an old plastic credit card or the like to remove it. Have done this before on my friends cars and it works pretty good. Sometimes there is residue left on the tint so just soak a microfiber in the soapy warm water again to remove the leftover adhesive. Hair dryers works also, just have it on low and keep it far enough away to not melt the adhesive on the tint. Little tougher but it still works as long as your careful.

Use a handheld steamer to take off the sticker like this one:
