No, it doesn't say anything about charging the fob battery. It says that you can start the car with a dead fob battery. The exact term is escaping me right now but it's an RFID type thing.If the fob battery is dead and you put it in the cup and now you can start your car it is putting a charge to the battery even if just enough to start the car. Just saying what the book said.
Not really. Saying that inserting it and it will charge is incorrect. You can't leave it there and expect the fob to lock/unlock the car. The slot is simply a way to get the fob chip close enough to the sensor for it to be read. Like tapping a chipped credit card against a terminal.splitting hairs.
