Heat Extractor Question

Tried searching and I'm sure it's been covered, but I didn't see it
If the hood heat extractors are functional, then why does the driver's side underhood
insulation not have a hole for that side extractor?

If it is like the Mach 1 then the Driver's side is not because of our air intake being open, the passenger side is functional.
