This may work for other states too (check your local laws) I was able to obtain a waiver for my emissions test failure due to "not ready" status.

To cut a long story short, after tune and headers, the catalyst and 02 sensors would not ready up, despite driving cycles and replacing 02 sensors.

In the end I found a workaround and it actually worked.

Owner takes the two Not-Ready Rejection VIRS to the local DMV office along with the manufacturers drive cycle, if one was used. If a "Not Ready" Waiver can be issued, DMV personnel will make the proper arrangements with the inspection station where vehicle will be inspected.

In my case, they provided me with an exemption letter, which I gave to the inspection station (any garage that has license to do so) and done.

Apologies for not being clear:

Documents:

- First inspection showing an OBD read out of "not ready"
- Receipts totaling $200 of 02 sensors and OBD tool to remedy the problem. The officer i spoke to said I didn't need the receipts
- Second inspection showing an OBD read out of "not ready" showing several (200+ miles) since the original inspection

Took the paperwork to the DMV license and theft bureau. This is a specific office manned by law enforcement.

- Officer handed me a signed emissions waiver. Didn't look at the car.

Went back to the Valvoline oil change place where I get my inspection done.

- They reran inspection and passed the car
- Contacted DMV to renew registration
- Complete.

So the readiness problem wasn’t actually resolved, it was essentially bypassed with a waiver.

What will happen when you have to get it inspected again? You’ll have to deal with DMV hassle of getting another waiver?

Is there a 3-strike rule on the waiver, meaning you can only do that “pass go” so many times before the State flags your vehicle? I mean, they do keep records right?

I assume I'll have to keep getting waivers unless I can solve the problem. Retune and return to stock cats is my next step.

I see no law prohibiting repeat waivers.

I'm not finding anything even mentioning readiness on the GA Tax & Tag office or GA Environmental site. If i could get pass this one inspection my car wouldn't even need it ever again.

Seriously, ALL this inspection and emissions BS does nothing but create revenue for the State and a LOT of confusion.........hopefully NC will awaken soon too!!

Not sure how it works in NC but in AZ I'm pretty sure you are only allowed one waiver for the lifetime of the vehicle.
