Why only 8psi?
How can it be we make the same HP ( 604 ) but I make 561 TQ ? .. My HP also flat lines @ 7k .. Seems very strange to me...Here was my 2015 GTPP car with D1 HO kit. Same as on my Auto car.
It had stock manifold. It had a different calibration file than the OP's car. You can see the stock manifold is capable of holding power till 7500 RPM. The GT350 manifold is not needed, but can solve the problem if you have the $1100 for it. The two dyno charts look different. I was running 8 psi of boost.

I will admit I am new to the Mustang world but given I have had 14 Subaru's, so I have worked with about 10+ speed shops & tuners on these cars and had no issues having everyone of them explain results & changes being done on each tune.Go spend money with 3 top tuners like I have and you will understand ..
On this last tune we did try some cam timing changes but didn't pick up anything , so it's at stock cam timing now .. We did take it to 7400 on the dyno pulls but HP flat lines at 7k.. As in flat I mean it didn't drop any HP or gain any , it just stayed at 604 from 7000 to 7400You run more boost. You have an Auto and have very good low rpm cam tuning. My old 2015 manual gtpp car was remote tuned by Lund. Yours was tuned in person on the dyno. I think those are the biggest differences. I only peaked out about 8 psi. This car didnt flatline either. Extrapolate your graph out to 7300 rpm at the same slope and you would make 20 to 30 hp more.

But then again he uses a different tuner program than I have now .. Dealing with Matt was awesome this past weekend. He was going over every change he made to tune with me and explaining results he saw after each pull.

I had Diablo tuner I got with the procharger kit , none of the tuners around here would tune with it ... Sold it to pay for the new tuner ... I will ever again do a remote tune or email tune ..Been there done that .. It is face to face on a dyno for me ..He is only 2 hours from us so that is pretty close, also his remote stuff is top notch.
Additionally Diablo tuner is cheap and even if you pick up a used one from a member he will still tune for you.

edit i also hate the secret shit. i will tell you anything that im doing. i'll go as detailed as you want its YOUR car. plus i dont have to do it for a living ;) so the more people that know the truth behind the smoke and mirrors the better it is all around. our datalogging software is also free. you can look through the datalogs and see exactly what i am am doing at any time
Very very kind of you to offer that ... Now I just to find the right time to take you up on that offer ..I do a lot of free tunes on bikes for guys that have paid money for bad tunes.. Tuning is not my main job either , I just like to help other drag racers .. Seeing I'm at the track anyway I always keep my lap top handy for those guys when they need help ..:cheers:
