do Fog lights require engine to be on?

asking because current state of disassembly for other repairs does not allow start and test. After repairing fog light housing I tried to turn on and test but no lights. Being new to Mustangs I consulted the owners manual and the wording about fog lights seemed to imply the engine needed to be running, lights on, high beams off. I don't want to finish reassemble only to pull stuff back apart to troubleshoot fog lights later.

For the 2018+, the car does not need to be started for the fogs to work. Just auxiliary power (key fob in car, push start button without actually starting the car).

No, you just have to push the starter button without the brake pedal to move to ACC. That powers everything up including all the lights.

Car does not need to be running.
You can put it in accessory mode without the engine on to test if your fog lights turn on.

Push the fog light button

Fog lights button does nothing during day with the lights on auto on off

If the lights are on, you should be able to turn the fog lights on. Even if you just set the lights to the parking lights, the fogs should still turn on if you push the button.
