The passenger-side rail for my 2019 GT convertible also required bolt hole work. I chalked it up to manufacturing tolerance stack-ups (could be either Ford or Steeda or both) and/or worn assembly fixtures (Ford). I was not really surprised - my experience is that it is not unusual to have to "tweak" 3rd-party bolt-on parts, so I didn't think twice about it.
I recently caught a couple-years-ago podcast interview of the owner. My take away is that these folks are real enthusiasts, trying to put out the best products and advice they can. I'm happy to support people who know how important customer service is.
