First off, I never said that these people don't know what they are talking about. But don't assume that I don't. I've been wrenching for 45 years and me and my brother are ASE certified master mechanics, so we're no dummies. What I'm saying is that the biggest bang for your buck is rear gear. Who cares about race teams with big budgets looking for every last bit of performance. The OP is looking for advice with a limited budget for the street. Why spend that money when it can used with greatest benefit elsewhere.

He likely does not have the tools or place or the ability to change a rear gear plus changing a rear gear will result is higher rpm in daily driving and will hurt fuel mileage over all not to mention that a rear gear swap will cost him more than a cold air intake or a blowoff valve. By the way I have been Turning wrenches since 1979.

Also he is only looking for something that will make some noise, as for that he would be better off just installing a Turbosmart blowoff valve so every time he comes off the throttle with some boost he will hear the blowoff valve releasing the pressure.

I can say I notice difference with pairing of Garrett IC and AirRaid intake tube only with both OE and AEM filters. It's clearly breathing freely and 2200-3700 RPM heavy load screeching is gone.
