My 2019 GT350 won’t pass emissions testing in Utah

I have a 2019 GT 350, it has 18,500 miles on it. I live in Utah and my county requires an emissions test each year. In March of this year I had my battery replaced. At that point it erased all the data relating to emission. When I went to get the test done and the car registered in mid May it wouldn’t pass. I then couldn’t get my car registered. I did receive a 30 day extension. Since the battery replacement I’ve driven over a 1000 miles and have had it tested 5 times. The Oxygen sensor and the Heated O2 sensor won’t clear. I’ve even had the ECU flashed and the software reinstalled. I’ve followed the suggested driving steps.
I’m not able to get another 30 day extension so I’m driving unregistered.
I would appreciate any suggestion.

Do you have a Ford dealership there that you trust? I'd let them take a look at the PCM and see what's going on. They can also smog it.

Drive cycles can be strange, have you pulled the specific parameters required to show ready on all the sensors? My SS Sedan needed a particular hwy cruise duration with AC cycled on/off or something strange that I had to perform and then the sensors showed ready right away. Also, do you have an obd2 scanner you can plug in to check ready status yourself instead of repeatedly going back to test when sensors aren’t ready?

Try highway driving let the cats get hot cruising at a consistent speed like 55 or 65 for a few miles try to stay around that same speed for atleast a few exits not slowing down speeding back up consistent speed has worked for me in the past trying to get monitors to run for ny inspections, let the car fully cool down then try again it usually takes a couple drive cycles. Make sure the car has definitely cooled completely down between drives. If that dont work see if you got someone with a scan tool that can monitor the o2 sensors make sure they are functioning and dont need to be replaced, best of luck

Download the instructions for completing your drive cycles. Start cold and complete the drive cycle. Do not turn it off until you have completed the drive cycle. Then it has to cool all the way down before starting another cycle. Sometimes this has to be completed many times

As someone who frequently visits UT I didn't think your post subject would ever be a thing. Is that new in SLC? But yeah as others have said must be related to the drive cycle if nothing is broken.

IMO , If an ECU flash and 1,000+ miles of driving haven't set the O2 readiness monitors, the vehicle likely has a disabled monitor in a custom tune or a failing O2 sensor heater

2 months ago my car was due. Mine is a 2020 Bullitt. I had done some work on the car and had unhooked the battery and had to re-do the drive cycles. I plugged in my small scanner and took off. I just drove up and down the freeway for about 10 miles each way. Took long exit's so I could let the car slow to 20mph without using the brakes and then get back on the freeway and do that sequence again. WIthin 20 minutes I had all parameters set and then I went to the kiosk and passed with no issue. It should not take that long to set the monitors if all systems are working correctly. Mostly you have to get the car up to operating temp. If you search for drive cycles, you will find all kinds of stuff that is BS. It is primarily based on the car getting up to temp and having the sensors see cruise, slow driving and throttle release and down to idle and back up to cruise speed to exercise the O2's to see if they are doing their job.

Test your O2's and make sure they are working correctly. If you don't think you can do it, take it to the dealer and have them verify your O2's are correct.

You said you had the ECU flashed, by a dealer with a stock FORD calibration?

I had the same issue and Ford service told me how to go through the reset cycle. I did it and put over 1000 miles on my car and still couldn’t get it “ready” for an emission. I took it to the service department and they did a diagnostic check and found out I had a bad sensor that they had to replace.

Have you checked to see if the o2’s are reading anything? Or the heaters? You can use most tuning devices or any obd code reader with freeze frame.

I had this exact issue and could never figure it out with all the drive cycles etc. BMS was reset properly after battery replacement as well. Think on my 7th test is when it passed. My reccomendation is before you test this next time go on the highway beforehand and drive the car hard. Downshifts and some redlines get everything as hot as possible and go straight to the testing station without turning off the car. Think I had about 35-40 miles before I went then it passed and everything on the car was hot. Oil temps were even 240-250 pulling in so I’d imagine the cats were also really hot

Fuel has to be between 3/4 and 1/2 tank. and then lots a varied driving. sometimes needs 3 key cycles (has to cool right down before driving again).

I reflashed the ECU to change the fan tables and had sto start over. on the second drive cycle, I did stop and go and then a very long cruise (200km) with lots of straight away driving between 80km/hr to 110km/h. more stop and starts. part down shift passing. next day, all IMs set.
