after paying a locksmith well I now have two working fobs. According to google I should be able to program the 3rd myself. When that failed my research in manual/google/car info center found the phrase "limit of 4 keys" and a key count of 4 in car (again I only have two). My assumption is there were three programed but only 1 present at purchase and the one I paid locksmith for was #4.

Am I stuck at 2 or can the 2 non physically present key programs be removed from my car?

You can use a paid version of ForSCAN and a laptop to clear all the keys, then re-add the two, in-hand.
A dealer will do it also, for a fee of course

The locksmith should also be able to do it. I used ForSCAN to add my extra key fob, which was from the 2018 MY... i.e. the new design with easy access to the glove box key. It's like the engineers that designed the 2016 fob completely forgot about the glove box lock and were only thinking about opening the door with a dead car battery. Wouldn't be so bad if they designed the glove box lock to be electronic and to actuate in sync with the door locks.

Make sure that the FCCID number and the number of buttons match your fob and you are good to go.

My car only had one fob when I bought the car. Part of the sale was providing me a second fob. The dealer brought in a mobile locksmith who did all their key programing.
He cleared all the existing fobs, programed the original and the new one and cut the emergency key as well. He also cut two extra physical emergency keys for me. It took a total of about 20 minutes.

FWIW, if you have a Costco membership they have a mobile locksmith set up shop in their parking lot occasionally. There's some sort of discount but I've not used them to know how much. They are at the store near me every other month or so. You can probably call your store to see if that is something they offer and a schedule for it.

Costco is great, pricing is considerable cheaper than any dealer or independent shop around me and the mobile service uses quality replacements (TRW is a common source.) They programmed a new key FOB for my wife's Subaru that looked identical to the original Key FOB but it would occasionally have glitches (nothing serious) with some of the keyless functions not working on the first try. A year later, I saw them in the parking lot with another promotion and I asked if they had any similar issues or explanation. They looked at the specific model and, they not only replaced it, they used a new OEM key FOB for my particular application.

Update: The 4 admin key limit was the issue. for $100 the locksmith cleared all the keys and programed in the ones I had. Now I have 3 with 1 spare slot. I may order an Amazon fob for #4
