I bought over a case of Lucas 3x octane booster at a garage sale for a great price last Saturday.
Was thinking of using it to save money by adding some to 89 gas that would bring the rating to around 92, as I am now running 93 pump gas.

If I were to add the same amount to 93 gas, do you think it would give me any noticeable seat of the pants difference?
I'm thinking no,
My car is stock, '19 Bullitt 5.0.

Hard to say, since they don't provide a calculation table like some of the other brands.

I don't think the Lucas stuff actually makes a very big difference, but I would doubt you would "feel" the increase.

I think some of the tooners on here have found that the Gen3 coyote's are knock limited up to somewhere around 96 octane, but don't quote me on that. Maybe some will chime in.

Gen3 can’t hit mbt on 93 even in stock form. It will gain power on octane booster even with 93. Can you feel 10-15 hp?
What is mbt?

Unless you have a real need, I wouldn't use it. Most contain MMT (which is the only thing that works), which can leave deposits in the engine and catalytic converters. Not a big deal for occasional use but I wouldn't rely on it.

Race Gas gummed my plugs with a heavy orange dust. Afraid it would plug my converters I stopped using it.
I called the Race Gas Company and they were aware of this issue.

FWIW the 2024 seems to be able to hit higher timing values without knock, like 26-27 deg, but it also doesn’t open the throttle all the way.

That's the MMT, all the octane boosters do that.

Gets on your O2 sensors as well

Remove cats, change plugs every year and you're fine.
