I use that tool and go until it doesn’t budge anymore so I just assumed it’s on all the way…like I said I’m just worried I’m going to strip the crank shaft
I'm betting you just are not seating the balancer completely. You would be surprised how much ass it can take to get the balancer on sometimes. I wouldn't worry about stripping the crank with that tool. It's a stud with a Torrington bearing....

I'm betting you just are not seating the balancer completely. You would be surprised how much ass it can take to get the balancer on sometimes. I wouldn't worry about stripping the crank with that tool. It's a stud with a Torrington bearing....
Oh no with the tool I go all the way until it doesn’t let me anymore I’m saying I’m worried of striping the crank with the bolt I’m
Using to hold the balancer there

What you are experiencing is the damper pulley is not fully seated on the crankshaft post. You are feeling the press interference force between the damper and the crank. You need to apply about 100Nm of force to overcome the interference fit. This is why they tell you to pre-torque the fastener to 140Nm 1st, and then back it off and follow the Torque to yield procedure.

So what I’m feeling is the bolt pushing the balancer farther in?

As I said before I used an installer to push it on until it didn’t let me go anymore
If the balancer is bottomed out and torque value is fluctuating, you either have already stripped the crank OR balancer is not on all the way.

Honestly that’s a good idea I’m assuming itd supposed to be flush with the crank sprocket right?

Or if timing cover is on, run balancer an and check pulley alignment as compared to water pump.

Shoulder of crank/crank sprocket/balancer hub, all tight.
