Under the official rules, which I couldn't find before, I found this:

Winner Selection Drawing. On or about March 15, 2016, an independent firm will randomly and electronically select one Conditional Grand Prize Winner and three Alternate Conditional Winners from among all valid Dream Giveaway tickets. You do not need to be present to win.

So now I have no idea if it's this July or next March for the actual drawing. LOL??
