The whole back third of the car looked like the first picture, except way worse when I first picked it up. Then I ran it through an automated car wash and it cut it in half. Last night, I was out there with a flash light and the wash mitt with cold water and Exoforma soap giving it a little elbow grease. Got it down to what you can see in these couple of pics. I think some more soap and hot water will be the next step, and I DO have some 90+ proof Isopropyl alcohol that I use to mix with water for the windows. I'll try that if the hot water doesn't do it. If that doesn't, I'll move on and try the WD40. I actually looked at that can last night but I didn't want to try it at night because of the lack of visibility at night. I didn't want to have the car all streaked up from it and not be able to tell. Thank you guys for all the input. I'll report back with pics to tell of the outcome.

Wow! That's nasty!!!!

Any of the solvents I and others mentioned should have that sorted. The IPA or hand sanitizer will work very well, just be very careful as it can soften clear coat if uses excessively or for too long. Wash well afterwards. You may also want to use a clay bar/mitt/sponge/towel afterwards too.

The isopropyl worked with some elbow grease. Thanks for all the ideas guys. I appreciate all the responses.

Stoners Tar and Sap remover has been good to me and you can also use it on tires to remove the brown crust. (Thanks again for that tip @DFB5.0 ) It's cheap and available at your local Walmart.
Love Tarminator. Yes, it's cheap, but not when I use so much of it!
