dirt in the paint?

hey guys so along the top and along the trunk of my car I noticed their has been little specks of what looks like pepper or like little dirt specks all over. I took a clay bar to them but they are still there. Car is oxford white so up close its pretty noticeable. any idea what it may be or how to remove them is appreciated!
