You need to hold the shaft and then torque the nut. It is a PITA, you can use special tools but you can just get it good and tight and the nylock will do its thing.

Get a crowfoot adaptor and go to town. Hold the other end with adjustable wrench or vice.

guys i usually do final torque with the car loaded on the ground without using any fancy sockets, with the car loaded doing final torque is easy.

I put a 1/4 inch drive socket (10mm I think) on the strut rod bolt head then put a 21mm socket over the mount nut with the 1/4 socket inside it then put a 1/4 extension into the socket and the used a ratchet to hold it, then tighten the 21mm by twisting the outisde by hand and then by pliers. Once it is fully hand tight you should be able to use your big ratchet or whatever to tighten it up all the way. No special tools needed.
