Looks like a different year, and despite what looks like cloth in the OP photo, I think it's a hard top. But I think you nailed. it.It might be a Peugot 403 convertible (same car Detective Columbo drove).
The rear fenders don't look right. That one has a little bit of tail fin going on at the rear lights. Thr OPs picture the fenders are smooth and rounded there. It could be a difference in model years i guess. I don't know enough to say.Himan minx. Just finishing one at the shop.
