The shutters are for increased aero, and therefore mpgs, only. Excess airflow not needed to cool the engine is directed around the car, not through it.

They do not help cool or direct air to certain heat exchangers...they do the opposite.

If the rotating shutters are not that important for the EcoBoost turbo engines, why would Ford waste millions of dollars installing them in some?
Really ?! Millions ?! Lol

I don't think that has anything to do with it. The different grilles are not really very different in terms of airflow. The only reason you don't get it with the 50th AP is the grill is set in deeper than the normal one so they wouldn't fit behind it and there is apparently less drag due to less open space. The intercooler is on the very bottom and gets air from the lower grill. Here's a pic of mine with the bumper off and an article on them.

It could also be a space issue yes. Your lower grille is different from the standard eco lower which lead me to believe it is an aero issue. All I know is that I have been told by multiple Ford ENGINEERS that the shutters are for airflow control over the IC. Like others have said, Ford wouldn't go through the R&D as well as manufacturing cost for a part that doesn't have a purpose.
