J2534 pass through device low cost options

I plan to install the Roush Phase2 upgrade kit on my 2019 mustang GT, and I am finding that every J2534 device I find is very expensive. Can someone recommend a low cost J2534 device I can use to flash the PCM with the Phase2 Roush tune?

N-guage, or SCT are pretty much the way to go.
