I am not sure what models do or do not have the shutters but do not believe it is only EBs that have them since I believe some Gt do also have them as well. I have read that some base model owners' vehicles do not come with shutters so the non HPP versus HPP does not ring true. I do believe that the HPP EBs do not have them but not because they have a bigger radiator since the shutters do not aid in cooling the engine in any way, so a bigger radiator is a moot point.

I went with a full race Vortec intercooler and grill shutters went to the dumpster.

I have a base eb but I did read that 2018 I believe started doing the shutters on base models gt and eb and some prior I think (not sure) had them but that goes into another long discussion I came across, just didn't answer my needs haha

I have a buddy with a 2017 base model EB that has grill shutters as well so not sure what the criteria is for with and without.
