There was a similar post just a few days ago. That poster was in MD as well. As long as you don't have a CEL it's my understanding from that thread that you can just go by one of the self service kiosks and should be good. If I remember correctly he had the same monitors reading not ready.

funny how some states are so tough on inspection/emissions. Indiana has zero checks for either yet you really don't see rollin' wrecks on the roads everywhere. We do have some hella great car shows everywhere locally!
