I use to work at a very high volume dealership and even though the dealer would take every chance to make money they never intentionally listed a vehicle for a wrong price.
In small print at the bottom they may have said “must qualify for a/z and rebates blah blah “
Seems like a real quick way for a dealer to lose any trust.
