I also have this problem with the fore fuel system. I have a triple pump hat but am only running 2 pumps since running a third pump would be overkill. When I first installed it the system it would read full and then go down to slightly under half a tank and then stop reading. I was assuming that the fuel level sensor was getting caught on the crossover tube. So I eventually drained the tank to empty earlier this year and made sure that when I keyed on with the fuel hat in it would read empty. Now I have the same problem as OP where the fuel gauge will be a 3/4 of a tank when the tank is full. Now I'm assuming my level sensor is caught underneath the crossover tube. I know someone on here mentioned that not having a good ground could cause the fuel gauge to read wrong Are we talking the ground on the OEM fuel hat connection that is no longer being used, or the ground on the FC3 fuel pump controller? Before I had the Fore system I had the Sai Li system and the fuel gauge read correctly, no issues on that setup.
