This was present on my new 2019, as well. I saw the previous thread (several months back) that Tomster mentioned and sure enough, mine was not fully connected. This issue seems to be very prevalent with these cars. Ford should put a TSB (Technical Service Bulletin) out about this serious oversight.

The fitting and seal work along the circumference of the nipple like an o-ring. It does not matter where the entire fitting sits on along the nipple. The nipple end/flange is what keeps the fitting/seal from falling off hence why everyone's tube is on the bottom of the nipple.

However, there is a problem if the actual seal pops out of the fitting as shown below — which can definitely happen.

This is similar to how PEX push to connect seals work..

Checked my, same thing - was far back. The hose is too short IMO. I put the plastic zip tight around it. Also, makes me wonder, it it's not sealed then air entering into lines which is bad for brakes and clutch cylinder.

Checked the hose on my 2017 and it had slid down as well. Tried to push it back up, but even supporting the MC there was too much resistance for my comfort so left it alone at first. Got back from a drive and it easily pushed into place, seems like the engine heat softened the hose enough to make a difference.
