Let's not overlook air density. Last week I drove to the airport in Roanoke in 45 degree weather I got over 32 mpg on the 75 mile trip. Today, same exact route, less traffic, made almost all the lights couldn't manage over 28 in 16 degree weather. The denser the air is the more fuel is being injected to meet the target AFR.
So if it's really cold you're going to get crap mileage.
