400 at the crank is like 330 at the wheels. Which is definitely well within the possibilites of the stock turbo and e30. Mixing Ethanol with good fuel is necessary though.
Your mods will be a complete waste of money since you probably won't even make the same power as the stock Tune on 93. You are also not going to save money since the car will run with much less efficiency.
They dont break on 87 under regular driving, lets put it this way. In no way was that meant for a tuned vehicle though. The Ford Racing Tune doesnt require more Octane for no reason.

You don't really have to push the stock internals to get good numbers out of the ecoboost. Get a vargas stage 2 with intercooler and accessport (around 3.000$) and you can get to ~360/370whp roughly on 93 on a safe tune without having to upgrade internals. That's around as much as the GT does...
You should consider test driving an eco with a vargas stage two and/or full bolt on E30 - preferably tuned by Adam. It's a total eye opener on what (relatively cheap) mods can do to these ecoboost engines. You wouldn't believe its actually the same car as stock.
Get 3.000$, buy a Vargas Stage 2, a cobb Accessport, an Intercooler and get a good tune. Your Eco will feel simply amazing. Torque / power all over the place til redline.

The way I do it is I order pure Ethanol E100 online. It comes in 10L canisters. I take them with me to the gas station and I fill in 35l of gas with 10% Ethanol and one canister of E100. Gets me right to E30 without doing any kind of math.

My opinion is that you can't afford a GT, sorry.
Even a base Eco will be pushing it with your budget. If your engine pops for whatever reason and you are out of warranty with a tune, you should be able to repair it out of your pocket without struggling.
