I know it looks that way, lol. But I'm doing 50MPH and had full ABS Lockup for a few seconds to a car pulling at almost no speed into my lane. Thankfully our BMW has outstanding breaks and I was paying attention. This happened on a Highway also.
You can tell this is a fake video since the BMW is clearly using their turn signal....

Here's a snap-shot at time 0:16 ... looks like someone in a yellow shirt is right next to the road on the shoulder. The semi was probably swerving left at the last second because he probably thought he might hit them. He wasn't trying to change lanes ... no reason to since nobody was in front of him and the lane he was in wasn't ending.

Damn I didn't even see that! However I'm sure the guy wasn't on the road either... The trailer could double check his mirror or either signal even though he wasn't going to change lane.
I'm sorry about that. I just checked and it seems to be blocked in Germany because of the audio track that I was playing. You could try to go on google and type youtube to mp4 online. From there you can download the video and see it
Wow, you are very sharp eyed! It did look to me like he was trying to avoid something at first glance, but I did not catch the dude on the shoulder.
To the truck driver's credit, it looked like he did not see whatever was on the side of the road until the last second and acted more out of pure reaction than planning. Myself, if I had the choice between hitting a pedestrian (instant death) and maybe hitting another car (sideswipe), I would take hitting the car as they are more protected. But I do not have the full info, and in the same situation I probably would have honked as well. That is unless I had seen whatever was happening on the side of the road in advance, in which case I would have given him plenty of room to take evasive action.
