Never happen, you gotta read between the lines with politicians.
1. High speed train (HST) complete failure
2. Trumps wants money back that was given to build HST
3. California doesn't want to give money back to anyone, Trump especially
4. So now let's just say we are gonna build a high speed road (HSR), and we will spend money on that.
5. We all know a HSR is not gonna happen, but by the time voters figure it out we will have a democrats for president and it will be forgotten.

I agree, it will not happen. As mentioned speed differential. The only way id would work, would be to have a minimum speed limit as well, and you will still have someone going say 60-70 changing lanes in front of someone doing 100+ Everybody with a performance car would be instantly out there doing top speed runs…. As much as it would be great, its a dream.

Eliminate a speed limit on "the 5"? What's the point? With all of the traffic at any given time of the day, you can barely get out of second gear...

That being said...it would be nice, however.
