I think it may have to do with HID or LED not generating enough heat to melt ice in cold weather. The washer fluid can be used to get the ice off the lenses. Just an (uneducated) guess.

I agree that the primary purpose is to remove ice and snow build-up.

Incandescent lights create enough heat to melt any buildup, while the new, more efficient lighting technologies do not.

I recall news articles about issues with snow build-up at stop lights that had been retrofitted with LEDs, so it wouldn't surprise me that a similar issue would occur with car headlights.

Not for me looks too much like GSA Gray used for Govt office furniture. There is a color for everyone but this doesn't do it for me.

Honestly, that's how I feel about Magnetic, and even Guard to some degree, although Guard is better, IMO. Throw a shitload of metallic flake in this color and it'd be gorgeous, I think.

Yes it needs and accent color to make it interesting. By itself it looks like shiny primer to me. Again if you like it, more power to you.
