alignment conversion chart

when using an alignment conversion chart, one uses the wheel diameter to be able to convert millimeters to degrees.
i have 19 in wheels, but if you actually measure the face of the wheel it is 20.5 in in diameter. should i use the 20 in scale on the chart?

No the wheel size is where the inside tire bead contacts the wheel. Out to out of the wheel includes the outer lip of the wheel which covers up part of the tire.
