Credit to Ford Australia on Facebook, in my experience they have been very responsive to questions posted on their page.

I suspect our collective posts will create some discussion and investigation before they reply.

I am certain there will be a reply.

I'm assuming a customer ordered, then cancelled after build time, so the dealer got stuck with this and wants to make some money from it. I don't know that this is "wrong"...

THIS exactly... that's what should happen. Re-allocation to the next person wanting those same specs. Not registering it and using it, then selling for $25K+ markup.
