I think it has to do with which manufacture is fielding the trans first. Ford holds the patents on the 10 speed unit.

I want to say I read the same thing..that over half the work was done with Ford and Volvo, with GM adding funding and programming help

They also made direct reference to the paddle being pulled. This is referring to manual mode having this shift time advantage as well as full auto.
But notice the way it was worded...

I read the post, and it only said it was quicker than the PDK on up-shifts, same wording that they used on the A8. There was no mention of it being quicker on downshifts or paddle shifts than a dual clutch.. It may have a bit of an advantage over the A8 with more ratios, but one of those is an extra overdrive gear. And with all the torque available in the LT4, extra ratios probably won't help performance much. I think the biggest improvement over the A8 will be efficiency for fuel economy.

I think what I remember reading was that Ford would develop the 10 speed, to be used in all RWD applications, and GM would develop the 9 speed for FWD applications. Then each would be responsible for their own tuning for each transmission.

Both parties get the same exact base transmission. The programming of said transmission and how it is tweaked will be up to each individual party (Ford and GM). The transmissions could possibly and most likely will behave completely differently from one another depending on the brand it is in. It is cool to have 2 great manufacturers working together as this would not have come to fruition had they kept to themselves.

I read that, and it doesn't say anything about it being faster than the dual-clutch. If it was, you can bet that they would have touted it like they did the up-shifts.
