What is this for?

There is a hole in both the driver’s and passenger door about 3/8” in diameter with a black slotted piece behind it. I can turn it about 30’ when it clicks. It may go further but I didn’t want to force it.
Anyone know?

That's how you lock the door with a dead battery.
