There is a consensus about being >5000 RPM and in track (or sport+?) mode. I would expect it to work in drag as well.
The throttle condition is unclear. But even if you knew the exact percentage of the throttle, my experience is that in track mode even the full throttle (pedal on the floor) maps to different percentage depending on the conditions and may be anything from 60%-95%.
