Surging at 3100 rpms

I am trying to figure out a surge at 3100 rpms. I can really get it to surge dropping down through 3100. Doesn't do it at any other rpm but will do it in just about every gear. Lund says it is a "throttle" issue. I tried switch back to the stock TB (running a vmp ) but it does the same thing.
It has all the upgrades, injectors 79mm pulley PMAS CAI etc. Drives fine otherwise. Not sure where else to look?

Anyone? I am thinking tune but Lund thinks otherwise

Usually the "surge" can be associated with a failing (or failed) IMRC or throttle body.

Has there been any codes or have you tried to extract any?

I swapped out the vmp TB for the stock tb and nothing changed. Which I would think would eliminate the TB being the issue.

will double check that there are no codes (no check engine light illuminated)

Actually is a code p115e. Tried clearing and it just comes back.
I cleaned the tb when I had it off. Thoughts?

I know you have said you have replaced the TB, but the code you are getting is:
Throttle Actuator Control (TAC) Throttle Body Air Flow Trim at Max Limit

Also make sure the O-ring (if present) has not been damaged or is not missing. Replace if necessary.

Remove the TB and give it a really thorough cleaning. Also be sure to use cleaner specified for cleaning EFI throttle bodies; do not use any carb cleaner!

Reinstall and make sure all connections (wire harnesses) in and around it are secure.

Before starting the car, try clearing the code again. If you can't clear it the way you are trying to, start the car and see if the code goes way. If it does not go away by your means of clearing it, you may only get a solid clearing of the code if you disconnect the battery and let it sit for at least 15 mins.

Reading through the article seems to me the issue was resolved by a tune revision.
I really appreciate your help. I will contact Lund again with this code and hopefully they can resolve it.

Still working with Lund. They have been able to clear the code but the surge is still there. Just got another tune to try but it has been raining and not able to take it out just yet. Hopefully tomorrow.

How long did you have the lund tune before this issue started?

Re-flash the roush tune, does the problem go away?

I just bought the car. Previous owner said it has been happening for a bit. Doesn't recall when it started though which makes it really difficult to know what part may be causing the issue

I'm assuming you don't have the roush tune then?

Is there a stock file on you tuning device. If so flash that and see if the car starts and idles. If so watch the AFR meter in the dash, make sure it is bouncing around 14.0

If that checks out you probably have the roush tune. Drive it. Don't get on it. If you don't get a wrench light in about a mile you should be ok to test for the surging. If it goes away it is the tune. If not it will need to be looked at by a mechanic who knows mustangs.

I have a similar VMP set up, right down to the 79mm upper pulley. Got the p115e code a couple months after I bought the car, and yeah, the throttle body was filthy. A good cleaning fixed that. I also had the surge a light part throttle. You could see the tach blip about 50 rpm. It was the tune. It took a few tries, but tuning finally fixed it. VMP did mine.

I am really hoping it is just the tune and Lund can figure it out.
I don't have the stock Roush tune just the Lund tunes.
Another revision from Lund but no change.
They said the surge was driver induced...so this time set the cruise and datalogged it...
