I have a 2019 Bullitt and am trying to program a third smart key. I've followed the procedure in the manual but haven't had any luck.

Has anyone successfully done this and have any tips? Key orientation, is there any indication that the process is underway at any point, anything really. I've tried it timing the process with a watch, going faster slower and nothing. I've done this before on a bunch of cars and never had an issue.

I have new batteries in all the key fobs and the my key menu indicates there is 3 keys programmed to the car. I only have two so the third key floating around is a separate issue, but it should be able to accommodate 4. The 3rd smart key is used, but bought from a retailer that claims to check them before reselling. Is there any way to independently verify it's functioning?

I am hoping to be able to do this without involving a locksmith or the dealer.

Some stores that sell keys have testers that can tell if a fob is transmitting. Batteries Plus comes to mind.
Without reading the Ford manual I found this. If it's different from what you have tried you might give it a shot. If it's the same then I'm zero help short of suggesting clearing all the keys and reinstalling the ones you have. Forscan may help or some of the more sophisticated scan tools could do it.
If it comes down to a dealer or a locksmith, I'd go with a locksmith every time.

I programmed a third fob for my 2022 with no problem since I had two programmed fobs. Worked first time following the instructions in my owners manual.. I purchased the third fob from Northcoast Keyless, as some owners had issues programming fobs purchased on Amazon.. Wanted one where people had no problems. It cost a few dollars more but I wanted to avoid issues. I had the physical key cut at a local locksmith.

I did a third key fob for my 2017 GT using Forscan. No issues. I did use a genuine Ford key, and not a cheap knockoff.

My key appears to be a genuine Ford key, just not brand new.

2020 did two extras one a my key I keep in a emp bag hidden in the vehicle in case I'm out and one stops working, this worked for me.

Read and understand the entire procedure before you begin. This one works for 2020 Mustang

  1. Remove the rubber covering from the cupholder. Place the first programmed key in the backup slot at the bottom of the cupholder, then press the push button ignition switch.
  1. Wait five seconds and then press the push button ignition switch again.
  1. Remove the intelligent access key.
  1. Within 10 seconds, place a second programmed intelligent access key in the backup slot. Press the push button ignition switch.
  1. Wait five seconds and then press the push button ignition switch again.
  1. Remove the intelligent access key.
  1. Place the unprogrammed intelligent access key in the backup slot and press the push button ignition switch.
Programming is now complete. Verify the remote control functions operate and your vehicle starts with the new intelligent access key.

If programming was not successful, wait 10 seconds and repeat Steps 1 through 7.
