I bought my 15 gt premium with performance used and I noticed there's a phone cord looking plug hanging by the rear view mirror.... does anyone know what that is?

It's called a "mirror tap". It's a power source for, most likely, a radar detector or possibly a dash camera.

Well, that depends on whether or not the device you get uses that style connector. If it does then probably.
If it doesn't, then you will have to get a mirror tap that is compatible with what you end up with.
Mirror tap is the brand name of a product that taps into the power wires on the back of the rear view mirror plug. An adapter if you will. You have to have the correct adapter to fit whatever you buy.
