That bit is normal - the valves aren't in a fixed position dictated by mode :

Ya I've seen this video in past, I will try to get clip of how mine sounds on cold start and how it switches back and forth just while sitting warming up not driving.

You don’t need to seat the actuator any special way, you can run the actuator calibration after installing and it will just take care of itself.

You can get away with not even running this by just cycling between quiet and track, it will click them back into place too. I’ve done this a few times now, it always works.

I've done it a few times now, you can absolutely get it off without dropping the exhaust. There's not really a trick to it, just sneak a small 1/4" rachet and a shallow socket up there and it will come out, there's enough room.

My problem will not allow me to change to Quiet or Track mode.
The fact that the butterfly valve isn’t moving to the right positions makes me think the actuator is done. Taking it out and inspecting it outside of the car will get you a better idea.

I would try an extension on your brake cleaner nozzle (like the old WD-40 cans came with) and spray through the exhaust tip. You can try to loosen the motor enough to get the brake clean in there but it’s pretty tight under the car. I agree with Junits too, if it’s not moving at all the actuator is probably shot. I don’t think you’d have enough build up in there that it won’t move even a little bit.

I would say its moving 30% compared to the full movement on the passenger side... Will try to sneak some cleaner in it and manually nudge through the exhaust tip. Was taking it to Ford this morning. They wanted the car 3-5 days and may be longer... So why make an appointment right? Car sits outside during hail season.... no way.

Just replaced the Actuator Motor and it works now. Found it on Jordan Ford discounted 37%.
Cost was around $350 delivered to Denver. Ford list $529. Part Number JR3Z-6554-A.
Did not have to force the calibration process. It started working at first start up.

I will have a new Active Valve Cable Assembly on Facebook MP Denver as I ordered 2 but only replaced the passenger side. (which was not the problem after all)

So what issue were you having to know you had an issue, mine will just randomly change and on cold start it'll go from quiet to sport repeatedly until I get in and change it.

I replaced the passenger side harness which was $130CAD and no change it looked fine, now can't return it as it's electrical ffs. Lol I'm betting it'll be motor on one side or the other that's causing issues, I guess just get one try it on one side of fixed it then cool if not try on other side. Lol

At first I thought it was the Passenger side cable as well documented on Mustang sites. I replaced the cable but no help. Then on start up looking through the exhaust tip I saw the Passenger side opening and closing but the driver side trying to move but just barely..... One option for replacing the actuator with new.... There were some guys on FB Marketplace selling used stock exhausts with the Actuators installed... I almost went that direction but figured new is better..

Okay i think I'll have to start the car and actually take a look see what the actuators are trying to do, it's just frustrating trying to sort this out and really I'm only doing now are then not working for 2y because I have headers and really need quiet mode for cold start. I just had my cold start turned off so it helps as car only revs high for 2s then right down to like 800rpm, but I'll definitely take look see what they're doing when they continuously change from quiet to sport when I use remote start. I don't get the dash message well not often only here and there and most times I can choose mode but it's limited to sport and track, I'm not able to put in quiet or normal mode without it opening up on highway into sport or track.
