RPM Limiter does 500+- revs.

I was messing with the RPM Limiter on my car and noticed that after my FI install/tune, it won't hold a steady RPM. It revs up to set limit (3500), then revs to 3K, then back to 3500 and so on. I have never used it but just in case. Anyone else have this issue?
