Anybody have any suggestions on what I can use to get this off? I’ve tried going through a heat cycle, wired brush, alcohol, and even brake cleaner.

I really don’t want to take the rotors off? They only have 3k miles

red Brillo pad and probably check those pads. But it appears you have a low spot in your rotor surface so it's not being swept correctly. I think new rotors are in your future. Or quit caring about brake cosmetics.

these were my spares that I had in the garage.. I’m guessing they sat too long

pull the pads, put in a fresh set and see if the rotors gets swept clean. if so, you know your current pads are dished. 80/20 it's your pads since it seems the rust ring extends all the way around? Put them on a piece of glass and see if you have high spots. If this were metal I'd say coat with Dykem Blue but I don't know what you can use on the pad face that wouldn't ruin them. Maybe rubbing alcohol will be just fine and stay wet long enough to take an impression.

As to getting the pads back to flat, 120 grit should do it. Lay the paper flat on the piece of glass and scrape away. Be mindful of the dust however. Don't want to be breathing that in.
