You have to create a venturi about 3' behind the car, a few vortices that carry the dust and snow further away. You use a stabilized fin that funnels the air through a Koblenz device, like those seen on LM cars.

Diffusers are there to change the speed of the airflow underneath your car , not its direction. They may slightly change the shape of the turbulence at the rear of your car, but not to eliminate it.

Here is a picture of WRX, top one shows OEM car, lower is one with diffuser. The colour differentiate the air speed. The idea of diffusers is to increase the downforce, by changing the exit velocity of the air mass from underneath the vehicle.
