Question before I begin manufacturing wheel spacers

Just got done calipering everything, my last question is referring to the outside diameter of the spacer, with the picture above, do I make the outside diameter to the blue or red marked diameter? The smaller diameter has a step, so it is raised up about 1mm, I'm assuming I make the outside diameter to the smaller one (blue) correct?

Pics of the prototype will be tomorrow!
