Question about fuse tap

I hardwired a dash cam and used fuse #2 for constant 12v and #36 for 12v switched. Regarding the fuse taps, I know the original fuse goes on the bottom of the fuse tap and the add on fuse goes on top. The add on fuse rating should be lower than the original fuse correct?
