Most probably a mistake. Fiddling with the reply option and then failing to add the actual reply. I've seen this from time to time, but not often enough to consider it anything more than a mistake. More and more people use phones to browse the forum instead of a proper computer these days, and phones are prone to such mistakes.

I've also seen a similar, related mistake occasionally. A quote from a previous post, with the reply to it included in the quote block. At first glance it would seem that there was just the quote with no reply, but a closer look would reveal the reply inside the same panel as the quote itself.
Easy mistake to make when you post on a smartphone.
