Look at the cities that stopped enforcing bans on heroin…Philadelphia tried this and certain areas became zombie zones.
We can't even keep drugs out of prisons, let alone stop people from consuming it. Nations that have decriminalized so reductions in addiction, despite the typical resistance from conservatives. Today alcoholism is treated as a disease, you're not permanently branded and have your life ruined because you were caught with a bottle of gin on you.

There's a lot of things I don't recommend people do, that doesn't mean they should be illegal. Creating an illegal underground just gives income to criminals and spawns violent crime. From a strictly economic standpoint, the war on crime is primarily designed to keep drug cartels in exclusive business. And as someone else also pointed out, with back alley purchases come back alley risks. Someone who wants to smoke a joint now has to risk cannabis laced with whatever. Same with opioid addicts.

The war on drugs has failed. We spend countless amounts of money and ruin people's lives and it doesn't stop hardly any of it. It's time to legalize it, regulate it and put it behind us.

Single malt scotch is not p+ss, just as a good bourbon is nectar of the gods. Everyones tastes are different, now clear alcohol like gin and vodka are truly P+ss.

You need to try more Scotch, the flavor varies across a wide range depending on the distiller.
If there hasn't been one that you've liked so far, it's not because of Scotch in general.
My suggestion for both ends of the spectrum: Talisker for strong peaty smokiness (but not extreme) and Wee Smoky for fruity sweetness (even good for cocktails!).
