My Mazda has that. There's a towing ring that threads in, so a tow cable can be hooked up. I suspect it's just towing, not necessarily recovery.

Any car shipped overseas has this access point for a tie down hook.

Tow hook, its a requirement in Europe. Most European car that ship to NA have them as left in. Frankly its a good idea i don't understand why ford doesn't leave them in for NA.

Why do you think the 18-19s have quad tips now? For oil AND ball-bearings, naturally.

I don't believe it but some have said for oil AND main bearings on 5.0 cars

My wifes 13 escape had it, but it was also built off of the kuga which debuted years earlier and the kuga is the UK version of the escape. But yes it is for a tow hook, like someone else said it is a requirement over there. The 12 + focus has them too but they are hidden behind the bumper cover.
