Unfortunately if he's out of the country..... which is most likely, he isn't going to care because not much you can do in that case.
Even if he was/is in the country he knows no one is going to sue him. It would cost way more to get a lawyer not to mention court costs. You'd also have to sue where he resides.
Theres more than 1 person involved. Guarantee it. They use fake names, fake addresses, mask isps, etc.
You could file a police report for fraud, but that's about as far as you'll get with that. It will just go into a file.
Keep trying with Chase. If they won't do anything tell them you'll take your business elsewhere.
